Parties agreed in 23 points

Even as the big three parties claimed they have reached 23-point understanding to break the political deadlock, they have decided to confer with representatives of civil society on Sunday before endorsing the same through seven party meeting.
The agreement to confer with the civil society gathering was reached as a compromise on Maoist demand for roundtable meet. The Nepali Congress (NC) and Unified Marxist Leninist (UML) rejected the roundtable demand but agreed to confer with a gathering of civil society.
Following the meeting of top leaders of NC, UML and Maoists, on Saturday, they called a civil society leader Padma Ratna Tuladhar and requested him to organise an interaction.
“Since the leaders said they needed to confer with civil society on some important matters, we have called a civil society gathering at 11 am on Sunday at Hotel Himalaya,” he said.
He said that civil society representatives will listen to the decision of three parties and give their opinions.

Nepal Telecom's shares to be floated at Rs 600

There has been a decision to sell the shares of Nepal Telecom (NT) at the minimum rate of Rs 600 each, reports said.
The government had fixed the minimum rate after seeing investors' eagerness to buy the shares of this most profitable state-owned enterprise.
The share value was fixed to float shares amounting to Rs 1.5 billion (10 percent of NT's total share) to the general public, according to Kantipur Daily. NT officials said this was done to lessen government's ownership in the largest telecommunication service provider in the country. The Ankit Mulya of NT's shares is Rs 100. Finance secretary Bidhyadhar Mallik affirmed that the government has reached the decision to sell the telecom's share at the minimum rate of Rs 600 each. The government would make at least 9 billion rupees from this.
The government is doing necessary preparation for it so as to float the shares to the public by April this year.
Similarly, along with the general public, NT has also decided to float its shares worth Rs 750 million (5 percent shares) to its employees

businessman Murarka freed by abductor's

Businessman Mahesh Murarka, CEO of Pashupati Paints, returned home safely on Saturday, five days after being abducted by an unidentified criminal gang from Baneshwor area while returning home. family sources said that Murarka came back home alone at about 9pm. They however did not disclose further details, only adding that he is physically all right but in little bit of mental stress. Murarka was abducted while he was traveling in his car with license plate number Ba 3 Cha 3298. A blue vehicle had intercepted his car at Maitidevi area. Soon an armed group dragged his driver out of the car and took Muraka along with the vehicle. But the car was later found abandoned at Pingalasthan in the same evening.

China to provide loan of Rs 13 billion

The Chinese government is going to provide a loan of Rs 13 billion at concessional interest rate.
“The Chinese government has moved forward with the process of providing the concessional loan,” Nepalese ambassador to China, Tanka Karki told today.
The loan totaling $200 million will be used to build Upper Trishuli hydropower project and other development programmes.

ADB extends US$ 100 million grant to Nepal

The Asian Development Bank (ADB) has extended US$ 100 million in grants to help reduce poverty in isolated areas of Nepal to ensure more inclusive and sustainable economic growth.
A statement issued Wednesday by the ADB said the Rural Reconstruction and Rehabilitation Sector Development Program would also receive a US$ 10 million loan from the OPEC Fund for International Development. The loan will be managed by ADB.
Through this support, ADB said it would provide much needed resources to promote good governance and poverty reduction by improving the policy environment for inclusive growth and reconstructing and rehabilitating rural infrastructure in remote areas of Nepal,
The assistance package is made up of a US$ 50 million programme grant from ADB, and a project grant, which will be funded by another US$ 50 million grant from the Bank, the loan from OPEC Fund for International Development, US$ 15.7 million from the government of Nepal, and US$ 2.7 million from beneficiaries.

Sushil blames Maoists for deadlock, polls delay

Acting president of the Nepali Congress Sushil Koirala has blamed the Maoists of their resistive stand on demands that brought deadlock in the political process.
Speaking at the national gathering of the Nepal Press Union on Friday, Koirala said his party now has no inch to go ahead for consensus on the issues raised by the communist parties.
Koirala also blamed Maoists for the failure of holding the CA polls for the second time in pretext of Nepali Congress not agreeing with republic and their other agendas. He said his party was not an obstacle to establishing republic.
Expressing concern over the increasing attacks and intimidation of journalists, Koirala appraised that journalists are the first pillars to institutionalising democracy.
Speaking at the same programme, President of the Federation of Nepali Journalists (FNJ) Bishnu Nisthuri urged the journalists for unity for security. He flayed the government for failure to bring those involved in targeting journalists to book.

Governor case decision deferred again

The Special Court has once again deferred the decision on the case against governor of Nepal Rastra Bank (NRB) Bijaya Nath Bhattarai.
The court deferred the decision date by 15 more days after disputes arose regarding the authenticity of a letter said to have been sent by KPMG, Sri Lanka.
Earlier, the court had said it would give the decision on the case on Friday.
Bhattarai and another senior NRB official, Surendra Man Pradhan, have been accused of embezzling Rs 195.319 million that Nepal had received in foreign aid for financial sector reforms.

कांग्रेसमै अडकिएको छ- भट्टराई

राजनीतिक सहमतिका लागि दलहरु बैठक बस्नु केही अघि माओवादीका वरिष्ठ नेता डा. बाबुराम भट्टराईले नेपाली कांग्रेसले राजनीतिक दृष्टिकोण प्रस्तुत गरिनसकेका कारण आजै सहमति हुने सम्भावना नरहेको बताएका छन् । नेता भट्टराईले संसदले पारित गरेका दुई प्रस्तावको कार्यन्वयनबारे नेपाली कांग्रेसको दृष्टिकोण आएपछि मात्र सहमति हुने या नहुनेबारे भन्न सकिने बताए । यद्यपि, यस अघिका छलफल र वार्ताभन्दा यो पटकको छलफल एजेण्डामा आधारित भएकाले स्थिति केही सकारात्मक रहेको उनको भनाइ थियो ।

सहमतिको सम्भावना बढेको नेपालको ठहर

एमाले सांसदहरुले पार्टीको स्वतन्त्र पहिचान कायम राख्नुपर्ने तथा माओवादीको उपयोगवादी नीतिसँग सतर्क रहनुपर्ने बताएका छन् । मङ्सिर १४ गते सिंहदरवारस्थित संसदीय दलको कार्यलयमा भएको दलको बैठकमा एमाले सांसदहरुले नेतृत्वका पछिल्ला निर्णयहररुले पार्टीको स्वतन्त्र पहिचान संकटमा पर्न सक्ने आशंका गर्दै त्यस्तो धारणा राखेका हुन् । उनीहरुले पार्टीका नेताहरुबीचको मतभेद सार्वजनिक भएकोमा तिब्र असन्तुष्टि पनि ब्यक्त गरेका थिए ।
एमाले महासचिव माधवकुमार नेपालले अन्तरिम संसदको बिशेष अधिवेशनमा माओवादीसँग मत साटासाट गर्ने निर्णयको पक्षमा तर्क राखेका थिए । दलहरुबीच सहमतिको सुत्र नबनिसकेको भए पनि सहमतिको सम्भावना पहिलेभन्दा केही बढेको नेपालको भनाइ थियो । सहमतिको प्रयास गर्दागर्दै लामो समय बित्ने तथा सहमति नबन्ने र चुनाव पनि नहुने सम्भावना रहेको पनि कार्यक्रममा नेपालले बताए । एमाले केन्द्रीय सदस्य तथा सांसद गोकर्ण बिष्टका अनुसार, संविधानसभा चुनाव यसै वर्ष गर्न पार्टीले सम्पूर्ण ध्यान केन्द्रित गरेको तथा त्यसैमा पार्टी लागेको पनि कार्यक्रममा नेपालको भनाइ थियो ।

अपहरणकारीलाई कारवाही गर्न प्रधानमन्त्रीको निर्देशन

प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले नोवल एकेडेमी र नोवल मेडिकल कलेजका संचालक तथा पदाधिकारीलाई अपहरण तथा कुटपिट गर्नेलाई तत्काल कारवाही गर्न गृहमन्त्रीलाई निर्देशन दिएका छन् । मङ्सिर ११ गते आफ्नो निवास बालुवाटारमा अपहरणकारीलाई कारवाही गर्नुपर्ने माग उल्लेखित ज्ञापनपत्र लिएर आएका उच्च माध्यमिक विद्यालय आन्दोलन समितिका पदाधिकारीका अघि प्रधानमन्त्रीले गृहमन्त्रीलाई यस्तो निर्देशन दिएका हुन् । प्रधानमन्त्रीको निर्देशनपछि गृहमन्त्री कृष्णप्रसाद सिटौलाले अपहरणकारीलाई 'एक दुई दिन भित्रै' पक्राउ गरि कारवाही गर्ने बताएका थिए । । मङ्सिर २ गते माओवादी कार्यकर्ताहरुले आफ्नो पार्टीका नेता वर्षामान पुन अनन्तले बोलाएको भन्दै नोवल एकेडेमी र नोवल मेडिकल कलेजका संचालक तथा पदाधिकारीहरु ज्ञानेन्द्र गिरी, नवराज पाण्डे, आदित्य खनाल, उमेश पाण्डे र जनक रिजाललाई काभ्रे कामिडाँडा पुर्याएका थिए । १४ घण्टासम्म बयानका नाममा यातना दिएपछि उनीहरुलाई छाडिएको थियो । संस्थाकै अर्का लगानीकर्ता सुनिल शर्माको भनाइमा लागेर आफुहरुलाई माओवादीले अपहरण र यातना दिएको अपहरितहरुको भनाइ छ ।

कांग्रेस-माओवादी वार्ता बिना निश्कर्ष समाप्त

नेपाली कांग्रेस र माओवादीबीचको छलफल सहमति बनाउन छलफल जारी राख्ने सहमतिसहित टुङ्गिएको छ । मङ्सिर १ गते बिहान दुई दलबीच भएको छलफलमा दुई बर्षअघि भारतको राजधानी नयाँ दिल्लीमा आठ दलबीच भएको १२ बुँदे समझदारी र ऐतिहासिक जनआन्दोलनलगायत पुरान सहमतिको कार्यान्वयनमा देखिएका समस्याबारे बिश्लेषण गरिएको नेपाली कांग्रेस प्रवक्ता अर्जुननरसिंह केसीले बताए । छलफलमा संसदको बिशेष अधिवेशनले पारित गरेका प्रस्ताव, संसदको नियमित अधिवेशनलाई सहमतिमा टुङ्ग्यान गर्नुपर्ने काम र संविधान सभा चुनावको मिति तोक्ने बिषयमा कुरा भएको उनले बताए । छलफलमा दुवै दलले आफ्ना अडान राखेका थिए र आजको छलफलले कुनै निश्कर्ष ननिकालेको पनि केसीले जानकारी दिए ।

पत्रकार धर्नामा हस्तक्षेप

नेपाल पत्रकार महासंघको धर्ना कार्यक्रममा प्रहरीले हस्तक्षेप गरी केही पत्रकारलाई पक्राउ गरेको छ । कार्तिक २९ गते राजधानीको सिंहदरवार दक्षिण गेटमा पत्रकारहरुले माओवादीले अपहरण गरी हत्या गरेका पत्रकार वीरेन्द्र साहका हत्यारालाई कारवाही गर्नुपर्ने माग राखी धर्ना दिएका थिए.

maoist supremo prachanda said that they are not thinking to change the head of the government . in interaction with the media person in dang prachanda further said that till two or three days major political change will happen in country .however the second senior leader of maoist dr baburam bhattarai urge to change the head of the govenment . although leader prachanda did not comment on that saying.

फोहोर आज पनि उठेन

सिसिडोलबाशीले गाउँको साढे एक किलोमिटर कच्ची सडक बनाउँने ठेक्का लगाउँदा धाँधली भएकाले ठेक्का रद्द गर्नु माग गरेका छन् र ठेक्का रद्ध नभएसम्म फोहोर फाल्न नदिने बताएका छन् ।

सात दलको बैठक निश्चित भएन

संसदमा मतदान भएपछि संकटमा परेको मानिएको सात दलीय गठवन्धन टुट्नु नुहुने सातै दलले बताए पनि उनीहरुबीच छलफल र भेटघाटको अझै टुङ्गो लागेको छैन । प्रधानमन्त्री गिरिजाप्रसाद कोइराला, एमाले महासचिव माधवकुमार नेपाल र माओवादी अध्यक्ष प्रचण्ड सबैले मंसिर ३ गते सुरु हुने संसदको नियमित अधिवेशनअघि सात दलबीच छलफल र सहमति हुनुपर्ने बताउदैआएका छन् । मंसिर महिनाभित्र अन्तरिम संविधान संशोधन नगरे संविधान निश्प्रभावी हुने खतरा छ । किनभने, संविधानमा मंसिर महिनामा संविधान सभा चुनाव हुने उल्लेख छ, जबकि मंसिर ६ गते हुने भनिएको चुनाव स्थगित भइसकेको छ । त्यसबाहेक, संसदको बहुमतले पारित गरेको गणतन्त्र र समानुपातिक प्रणालीको प्रस्तावलाई संविधान संशोधन गरेर कार्यन्वयन गर्ने मुद्धा पनि सात दलले टुङ्ग्याउनुपर्नेछ ।
तिहार सकिनासाथ सात दलबीच भेटघाट हुने बताइए पनि अझै भेटघाटको मिति निश्चित नभएको नेपाली कांग्रेस केन्द्रिय सदस्य डा. शेखर कोइराला बताउछन् । उनका अनुसार, माओवादी अध्यक्ष प्रचण्ड कार्तिक २७ गते दुई दिनका लागि दाङ जादैछन र उनी दाङबाट र्फकेपछि भेटघाटको मिति तय हुने सम्भावना छ । संसदबाट पारित प्रस्ताव कार्यन्वयनका लागि सरकारले त्यससम्बन्धी संविधान संशोधन बिधेयक ल्याउने सम्भावना कम रहेको पनि डा. कोइरालाले बताए ।

माओवादी चुनाव हुन नदिने रणनीतिमा- मन्त्री

पर्यटन मन्त्री पृथ्विसुब्बा गुरुङले माओवादी संविधान सभा चुनाव कुनै हालतमा हुननदिने रणनीतिमा रहेको बताएका छन् । कार्तिक २४ गते राजधानीमा आयोजित एउटा कार्यक्रममा बोल्दै एमालेबाट मन्त्री भएका गुरुङले चुनाव हुन नदिनै माओवादीले सरकार छाडेको तथा सरकारमा नफर्किएको पनि धारणा राखे । संविधान सभा चुनाव हुने वातावरण बनेमा माओवादीले त्यसलाई भाड्न संसद छाड्नसक्ने दावी पनि मन्त्री गुरुङले गरे ।
मन्त्री गुरुङले संविधान सभा चुनाव माओवादीसहित या माओवादी बाहेक रोज्नुपर्ने स्थिति आएको धारणा कार्यक्रममा राखे । 'माओवादीसहितको चुनाव म असम्भव देखिरहेको छु' मन्त्री गुरुङले भने, 'माओवादीबाहेकको चुनाव कठिन हुनेछ, तर, खुर्सानीवेगर भतेर रोकिदैन भन्ने हामी सबैलाई थाहा छ ।' मन्त्री गुरुङले माओवादीले संविधान सभाको चुनाव हुननदिन राजासंग हात मिलाएको आफूले सुनेको पनि कार्यक्रममा बताएका थिए ।
गुरुङले संसदबाट पारित प्रस्ताव कार्यन्वयन गर्न सरकार वाध्य नहुने पनि बताए । एमालेबाट मन्त्री भएका प्रदीप नेपालले पनि संसदबाट पारित प्रस्ताव अवैधानिक भएकाले कार्यन्वयन गर्न सरकार वाध्य नहुने बताइसकेका छन् । उता एमाले महासचिव माधवकुमार नेपालले भने सात दलबीचको सहमतिमा संसदबाट पारित प्रस्ताव सरकारले कार्यन्वयन गर्नुपर्ने बताउदै आएका छन् । माओवादी प्रस्ताव अवैधानिक भए पनि उसलाई संसद छाड्ने निहुँ नदिन उसको प्रस्ताव दर्ता गरिएको मन्त्री गुरुङको धारणा थियो ।
